Members of Citizens for Small Business have placed copies of their petitions at bars around Independence. The organizers, through the initiative petition process, seek to amend the ordinance to allow smoking in establishments deriving more than 55 percent of their revenue from alcohol sales.
The current smoking ordinance, which went into effect in March, prohibits smoking within enclosed areas of public places, including bars and restaurants.
Amendment supporters insist the ordinance is hurting small bars, especially those near neighboring cities that do not enforce smoking ordinances. By late this month, supporters must collect 3,451 signatures, or 5 percent of the registered voters in the general city election of April 2006.
